This open competition entry won an international design competition sponsored by the Council of the City of Sydney, held in conjunction with the Sydney 2000 Olympic Games. The practice further developed the proposal in collaboration with City Council.

The brief proposed a major new City Square opposite the Sydney Town Hall, and some new public facilities within the environs of the site. Location and form were left open to interpretation.

TCA’s strategy was borne out of an intention to improve public accessibility and the legibility of the public domain across this prestigious precinct. A 1970’s raised open space between the Town Hall and adjacent Cathedral was in part removed, to reveal the original base of the Town Hall and to provide a physical articulation between these two spiritual and secular icons. The proposed lowered ground plane opened up entirely new possibilities for pedestrian access and legibility across the site.
